The text & link is defaulted to the header of an HTML email and to the footer of a Plain Text email. If you'd like to change the location of the text & link, navigate to Manage/Defaults and select Advanced or Campaigns/Step 3 to view the following:
Use the dropdown boxes to select Header/Footer for each of the options listed (Html Email Location and Text Email Location).
